When death appears to be manageable ... The Corona crisis as a societal autoimmune disease by Jörg Räwel 1. Introduction1 It is essential for the viability of organisms that they are able to distinguish between their own and alien constituents, between self-referential and other-referential elements. This is exactly how the immune system of a living being functions. It can differentiate between external, possibly threatening incursions requiring counter action, and its inherent structure requiring protection. Allergies are to be understood as disturbances of just this function, which is existential for living beings. In excessive allergic reactions, something foreign yet harmless is recognized as a threat to be countered. In autoimmune reactions, one's own constitution is identified as a foreign entity to be attacked. If the ability to differentiate between self-referential and other-referential conditions is impaired, life-threatening consequences may well ensue. We can insightfully compare biological species, as living systems, with human society because they are autopoietic systems. They maintain their own operations precisely by their own operations, in order to preserve their continuance as systems.2 In the case of biological species it is the operation of reproduction, in the case of social systems, such as society, it is the operation of communication. 3 In this respect, it can be assumed that society, too, must be able to distinguish between what may be harmful elements, to be resisted as alien, and those to be protected as inherent. It is specifically the legal system 4 and more generally moral communication ("good vs. bad"), which distinguish between harmful elements and self-referential elements worthy of protection.. The Corona crisis clearly shows the contingency of society's capacity to distinguish between criminal actions – to be legally prosecuted and, at the worst, morally sanctioned – and socially appropriate actions to be protected. We see the contingency of this function in, for example, the upholding (or restriction) of freedom of opinion and assembly, the (physical) freedom of movement, or the obligation of children and young people to attend school. The mass media's moralizing reactions to Sweden's approach to fighting the pandemic may well illustrate these dynamics. 1 The author thanks Stan Jones for editing the English language of this paper. 2 On the concept of "autopoiesis" see Maturana, H. R., Varela, F. J. (1987). The tree of knowledge: The biological roots of human understanding. New Science Library/Shambhala Publications.; see also Räwel, J. (2019). Oxford University Press on Demand (translated in English by Kastner, F.). 2 What follows will explain how the Corona crisis shows that, in recent decades, the standards for what has to be protected as inherent and what has to be resisted as alien and threatening, have changed in order to secure the continuance of society. Just a few decades ago, pandemics such as the Asian flu of 1957-58 or the Hong Kong flu of 1968-69, which, if extrapolated to today's world population, would cost between 2 and 8 million lives worldwide,5 were considered events that, within the framework of moderate protective measures, could be accepted as the workings of fate. These pandemics were hardly noticed, were not worth mentioning, and left almost no traces in the cultural memory of modern society. At that time, countermeasures, such as social "lockdowns", would have been seen as exaggerated, allergic reactions, as measures that would have caused more damage - including to lives - than benefit. For this very reason, they were beyond the scope of any measures envisaged. 6 In contrast, today corona pandemic deaths appear to be largely preventable and, therefore, unacceptable. Such deaths of persons have obviously moved into the category of being selfreferentially manageable, and no longer belong to the area of what is uncontrollable and, therefore, deemed unavoidable. 2. Technology as a medium for controlling the boundary between dangerous otherreferential elements, and useful self-referential resources, worthy of protection. There has probably been no time in the history of mankind, when what is a "reality", unassailably other-referential and what is recognised as disposably self-referential, was merely accepted. The is due to the fact that the distinction between self-reference and otherreference is available, is disposable, hence is ascribed by society to the category of selfreference. The following examples illustrate that it is, not least, the technique of technology that make it possible to intervene across the boundary between that which is to be accepted and that which can be manipulated.,....////......
The following examples also show that technology can have undesirable autoimmunological consequences and consequently damage social structures. The abstract concept of technology presented here makes it possible to functionally compare different epochs and their technical developments with each other (see, for example, Knudsen 2011 for the method of functional analysis). In the following, techniques of divination (2.1.), torture (2.2.), weapons (2.3.) and, more generally, techniques for the exploitation or utilization of the environment of modern society (2.4.) will be functionally compared with each other. Finally, functional analysis enables us to better understand and classify the consequences of the development of modern communication technologies (3. The Corona case). We will demonstrate that current (self-damaging) social reactions, as apparent in the Corona pandemic, can be explained, not least, by the development of today's communication technologies - social media such as Facebook, Twitter, YouTube, Instagram, Whatsapp. 5 Pandemic Influenza Preparedness and Response: A WHO Guidance Document. Geneva, World Health Organization,2009, 13. 6 Cf. Honigsbaum M. (2020). Revisiting the 1957 and 1968 influenza pandemics. Lancet (London, England), 395(10240), 1824–1826. https://doi.org/10.1016/S0140-6736(20)31201-0. 3 2.1. Divination techniques ... - sacrificial cult. One of the oldest social distinctions is, on the one hand, the sphere of influence of the familiar, the self-referential, accessible and controllable, for example in the territory of clans or tribes, and, on the other hand, the sphere of the unapproachable, the metaphysical. This is the sphere of the divine, apparently random and arbitrary in its autonomy, or the domain of a threatening and uncontrollable nature. 7 We can understand techniques of divination as methods that nevertheless aim to gain knowledge and, at best, control over the realm of the metaphysically inaccessible. Examples are standardized actions as rituals of divination, famously associated with the oracle of Delphi. 8 In this context, rituals or cults can be understood as techniques that aim to influence the sphere of the uncontrollably metaphysical, as, for example by making expiatory or supplicatory sacrifices. Now, a look into the crystal ball may appear from today's point of view as innocuous, harmless superstition. In retrospect, however, it can be seen that even the early divination techniques could have been associated with excesses harmful to society. In this sense, the human sacrifice not uncommon in a multitude of cultures figures here, so that we may consider the sacrificial cult of the Aztecs a form of social autoimmune disease. The belief system of the Aztecs rested on the conviction that a range of gods ultimately made life and livelihood possible. The cult of sacrifice functioned to service a debt owed the gods so that they would continue to fulfill their responsibility for the maintenance of life. 9 Hence, we can speak of self-damaging tendencies in the sense of an autoimmune disease because the Aztecs’ sacrifice of human beings took on extreme proportions. It is estimated that up to 250,000 people were sacrificed annually, which would correspond to one percent of the population at that time. The calculation of such a high number of human sacrifices is not beyond all doubt, since our primary sources also include the reports from the colonizers of the "new world", who possibly had a political interest in exaggerating the number of victims. Nevertheless, archaeological research has shown we can assume an unusual amount of human sacrifice. 10 2.2. Inquisition... - torture techniques If religious faith possesses a profound social relevance, as for example with regard to Christianity in the Middle Ages, the following problem can become acute. Society represents a system that maintains its continuance on the basis of communication, whereas, faith refers to individual consciousness and thus refers to operations of thought. Since these are only accessible via individual consciousness, society has to locate thoughts, on which faith is 7 Bodley, J. H. (2011). Cultural anthropology: Tribes, states, and the global system. Rowman Altamira, Part One. 8 Cf. Adler, M. and Ziglio, E. (1996). Gazing into the oracle: The Delphi method and its application to social policy and public health. Jessica Kingsley Publishers. 9 Nicholson, H. B. (1971). Handbook of Middle American Indians. Austin, Texas, 402. 10 Vgl. etwa Wade, L. (2018). Aztec Human Sacrifice: Feeding the Gods, in: Science Vol. 360 (6395), 1288–1292. 4 ultimately based, in an other-referential way, i.e. it has to assign them to the sphere of what is uncontrollable and inaccessible ("Thoughts are free."). This condition can become a problem in (medieval) forms of society in which the inevitable lack of control and accessibility of faith, due to its dependence on thought, is not accepted because it occupies a central position in society.. The institution of the Inquisition - and the torture techniques11 used by it - can be understood as a (albeit untenable) solution to this problem . The aim is to bring the sphere of otherreference, that uncontrollable sphere of thought where faith is ultimately located, nonetheless under social control, or, in other words, to enable an self-referential attribution. It goes without saying that torture techniques cannot actually reach the sphere of consciousness, and thus achieve direct control over thought. Only communicatively expressed (latent) expectations may be extorted with any success, i.e. expectations (on the part of torturers) that can be attributed to the reference level of society, and not to that of consciousness. This is especially true since the technique of torture in the Middle Ages was also based on a belief that could not be controlled (even by torture): namely, that God would allow the innocent delinquent to be more steadfast in the face of torture than the guilty person. Torturers held this belief and it, in turn, enabled them to assume that torture techniques could be used successfully, ruling out any misjudgements. However, a paradox remained, to the effect that steadfastness until death proved the very innocence of the individual presumed guilty. And underpinning all this, there had to exist, at least, the assumption of a conviction that such a person would now be in paradise. Assuming that our modernity is "enlightened", it is astonishing that even today torture is still considered a successful measure. However, in view of current torture scandals, one can assume that the preconditions for successful torture have been perverted. While in the Middle Ages the focus was on proving the faith of a delinquent, in the present day, for example with regard to Islamist terrorists in the Abu-Ghuraib torture scandal, 12 it is a matter of proving their disbelief. The aim is, namely, to force confessions, such as the betrayal of fellow believers, precisely against their assumed fanatical faith. This could be possible because, at the same time, (in the "godless West") there is no credence in the existence of a supernatural authority , which could guarantee the steadfastness of the truly faithful. The problem here, however, is that communication cannot transcend itself, cannot determine the ("true") thought processes of delinquents, but can only use modern techniques of torture (such as "waterboarding") to force social - communicatively constituted - expectations to be successfully confirmed. Here, too, we can (today) speak of a social autoimmune disease, because, from (today's) societal point of view, something which is actually harmless, albeit beyond our control – namely thoughts, the consciousness of persons – is attacked as something dangerous and threatening to be brought under communicative control. This constitutes an undertaking that can be carried out with fanaticism precisely because of it is, in fact, expected to be unsuccessful. The fact that self-damaging excesses can occur is demonstrated by the 11 Cf. for example Peters, E. (2018). Torture. University of Pennsylvania Press. 12 Cf. Schlesinger, J. R. (2005). The Schlesinger report: An investigation of Abu Ghraib. Cosimo, Inc.. 5 Inquisition’s procedures and the witch trials of the Middle Ages, but also by the use of torture in combatting terrorism today. Freedom of religion - perhaps more generally: freedom of opinion - can be understood in this context as an immunosuppressive agent developed in modern times. It expresses the current view that an uncontrollable complexity, not least due to individual consciousness in the environment of social systems based on communication, is actually not dangerous to society, but must be, additionally, understood as a necessity for the continuance of today's form of it. At this point we should note how Niklas Luhmann's sociological systems theory derives its theoretical constructions from precisely this insight: that it is imperative and indispensable to assume a mutual inaccessibility and uncontrollability of communicative and thought-oriented operations. Hence, there exists an (mutual) operative closedness between systems and their (systemic) environments. 13 2.3. Weapon techniques ... - terror It is ultimately globalization, the emergence of the modern world society (in the singular!), in conjunction with the development of (self-)destructive weapons, which has led to the emergence of a new category or dimension of crime known as terrorism. In contrast to today's world society, it was relatively clear in pre-modern times who, as an external enemy, was to be fought, if necessary, by force of arms in acts of war. Before the technical development of modern weapons (especially explosives), it was also possible to socially determine, in a relatively risk-free manner, what was something that could be controlled selfreferentially, namely through legislation, as something that could not be controlled, that is, crime. Terrorism is an autoimmunological disease of modern society, because it demonstrates that today the boundaries are blurred between self-reference and other-reference, between what is inherent to society, and worth protecting, and what is alien, and to be fought. Enemies could be within our own ranks and could, at least theoretically and potentially also as individuals, handle weapons of formerly unimaginable destructive power (such as "dirty bombs"). It is this very fact that distinguishes running amok from terror. The potential extent of the destruction caused by terrorist acts seems almost unlimited and, in this respect , uncontrollable, so that it seems inappropriate to assign terror to the category of the (legally) controllable uncontrollable, i.e. crime. This is the empirical situation, which makes institutions of an unlawful nature, such as the Guantanamo detention camp, socially not justifiable, but factually plausible.14 Through terror it becomes clear that items normally useful and harmless (trucks, cars, airplanes) can prove to be dangerous weapons. Therefore, through terror, as with an allergy, 13 Cf. Luhmann, N. (1995). Social Systems. Stanford University Press (translated in English by Bednarz, J. and Baecker, D.). 14 Cf. Steyn, J. (2004). Guantanamo Bay: the legal black hole. International & Comparative Law Quarterly, 53(1), 1-15. 6 the boundaries of what is perceived as one's own sphere, worthy of protection, and what is perceived as something hostile are blurred. This all the more so in regions (such as the USA), characterized by largely uncontrolled possession of firearms. It is not only imaginable but also practically feasible that supposedly harmless neighbors or schoolmates can turn out to be dangerous killers. 15 Last but not least, the current form of the fight against terrorism (dubbed the "war on terror") itself must be seen as a characteristic of terrorism. The war on terror is tantamount to an excessive allergic and self-damaging reaction, a reaction whose societal damage is greater than its benefit. This is shown (at least correlatively) by the fact that in the course of this "war" the number of victims of terrorism has increased. 16 The collateral damage, 17 the social self-damage of this "war" is obviously its main damage. 2.4. Technical exploitation of the world ... - destruction of the environment In recent decades, and probably at the latest since the report of the Club of Rome in 1972, 18 modern society has been able to learn how the societal other-referential attribution of the destructive technical exploitation of the environment is always connected with self-referential effects, with self-destructive consequences for our society. The exploitation of environmental resources stands out, first and foremost, in the production of energy through the burning of fossil fuels and in industrialized agriculture and animal husbandry, for example through monocultures produced by pesticide-use on huge land areas, mass animal husbandry requiring antibiotics and the overfishing of the seas. These measures have resulted in with environmental destruction damaging to society. Salient examples are the change in the climatic conditions currently favorable for humans, the decrease in biodiversity, and in air and water quality, for example, through pollution with pesticides. The distinction between environment (other-reference) and society (self-reference) can be risky or even life-threatening because it is obviously a contingent one. It is a distinction that is not pre-determined by "realities", but is self-referential, and thus socially determined. The continued existence of society as a system is endangered and it, can indeed dissolve in its present form, if it does not succeed in distinguishing between itself and its environment in a life-sustaining way. In the context of environmental destruction, one can speak of an autoimmune disease, of a self-endangerment of society, because today obviously a risky confusion predominates about what society has to assess as its own useful property that needs to be protected. Here, examples are lignite-based power plants, nuclear power plants, individual transport based on fossil fuels, factory farming and fleets of cruise ships - and what society should regard as alien to itself and hence harmlessly exploitable. Can rainforests be harvested and used for agricultural purposes? Such questions are germane to our present situation and illustrate a dangerous societal uncertainty about what is exploitable and what is worth to be protected. These questions correspond in their risky uncertainty to a societal allergy. 3. The case of the Corona Pandemic We have already established how influenza pandemics, such as those of 1957-58 or 1968- 69, were perceived and treated quite differently by society from the current corona pandemic. This is all the more astonishing as it has now been empirically confirmed with a certain degree of probability that these pandemics are comparable in terms of their dangerousness. The WHO has drawn on a well-founded metastudy to assess the median of the IFR (Infection Fatality Rate) across all population groups (including risk groups) as "only" 0.23%. This is a crucial value in understanding epidemics, as it characterizes the risk of mortality in infected persons. Yet it plays hardly any role in the societal perception. It is the simple number of infected persons, which, although not exclusively relevant to society, is of an unreasonably high significance.. Likewise, it is remarkable that a differentiated approach to the incidence of infection is socially not very relevant. This is striking because the mortality risk of persons, apart from health-related risk groups and age groups starting from the sixth decade of life, is negligibly low. It is surprising that clearly identifiable differences among those who are infected make hardly any difference, for example in terms of differentiated (political) strategies for intervention. Rather, the demand for intergenerational solidarity in the fight against the pandemic is propagated. We can assert that ,only a few decades ago, such a call would have seemed inappropriate because it violated the principle of justice. Namely, that what is considered to be part of the same category should be treated equally, but what is not should be treated unequally. ,..../////.......
According to this principle, it would not only be reasonable but also fair, for example, to ask only clearly vulnerable persons, i.e. persons aged about 70 years and older and/or health risk groups, to wear FFP2 masks in the fight against the pandemic, at least in situations where infections are likely to occur. This can be done while maintaining social, educational, cultural or economic life as far as possible. However, we do not intend to (morally) evaluate the different approaches to pandemics are here. Our aim is, much rather, to explain this situation sociologically. The question then arises as to which social changes have led to the fact that, unlike a few decades ago, the current approach to fighting the pandemic appears plausible and presents itself as an effective solution.19 19 See regarding the method of functional analysis: Besio, C. (2008). Niklas Luhmann as an empirical sociologist: Methodological implications of the system theory of society. Cybernetics & Human Knowing, 15(2), 9-31. 8 3.1. Electronic media ...- Lockdown In 1997, Niklas Luhmann noted with regard to communication via audiovisual media (television and cinema) that "the very aspect that had been fascinating in language now declines, namely, the possibility and necessity of distinguishing between information and utterance.. [...] [T]he entire arrangement evades the controls that had been developed over thousands of years on the basis of distinguishability between utterance and information. For this reason, the yes/no coding of linguistic communication also fails. [...] What then is communication if everything can be communicated, and if in important, impressive fields, the difference between information and utterance that is constitutive of communication becomes unrecognizable?”20 Perhaps now, a good two decades after Luhmann's question, the consequences of increasing communication via audiovisual media, at least, can be better understood. In other words, of communication that is made possible by means of technically generalized communication media such as Facebook, Instagram, TicToc, YouTube or WhatsApp, and that allows audiovisual communication to be disseminated on a massive scale. In fact, it must be assumed that traditional communication in written or oral form - a newspaper report (around 1968) about a "particularly severe wave of flu this year", for example, or a doctor's oral report to his wife at dinner about "an overload in the intensive care unit" - has completely different communicative consequences than communication that takes place via videos distributed thousands of times concerning the "terrible situation in Bergamo" or the "current conditions in a hospital in Wuhan".21 In oral and written communication, a clear distinction is made between self-reference and other-reference, between utterance and information. These are forms of communication that can stimulate critical, reflective inquiry ("Is this flu epidemic really worse than the one we had in 1957?"). On the other hand, audiovisual forms of communication are characterized by the fact that they mirror, or supposedly mirror, the world. While language and writing always suggest a (critical) rejection or approval of communication, communication via audiovisual media typically takes place in the mode of an uncritical consternation that does not need any questioning. Hence, we can indeed assert that written or oral communication encourages reflexivity, while audiovisual media tend to stimulate reflexes. Communication via audiovisual media, such as social media with billions of addresses, is arranged in an inextricable conglomerate of information and utterances beyond the traditional "yes/no coding" (Luhmann) of communication, which stimulates reflexivity. It suggests a simple doubling of the world, a doubling which, in its immediate evidence, does not require any critical questioning. In societal terms, this form of communication tends to produce a moral evaluation of events, which are supposedly perceived directly, without filters, as it were. 22 If anything, audiovisual media expose itself to the suspicion of 20 Luhmann, N. (2012), loc. cit., 183-184. 21 Cf. in this context Khatri, P., Singh, S., Belani, N. K., Leng, Y. Y., Lohan, R., Wei, L. Y., & Teo, W. Z. (2020). Observed with Social Systems Theory.” Inter-University Centre (IUC), Dubrovnik, Croatia: 15-18 September 2020. 9 manipulation, for example by stimulating conspiracy theories. 23 So-called "digitalization" of societal communication enables a virtualization of the events of the world, makes virtual worlds possible, which are characterized by the self-referential control of other-reference (one thinks, for example, of death in computer simulations). Virtual worlds enable the illusion of absolute control. Death itself then appears as a boundary that can be overcome24; it no longer has to be accepted as a fateful and uncontrollable state. Thus, religion is no longer the sole source of any promise or hope of eternal life in terms of transcendence. Instead, this scenario also seems immanently possible by dint of a social normalization, evinced in the practice and omnipresence of virtual worlds. And so, we have a scenario which seems increasingly "realistic" to society. 25 3.2. Forms of fanaticism Life, be it biotic or social, becomes possible by continually distinguishing itself from death. Life makes itself possible by continually differentiating itself in this world, on this side, from the other side (death). At first sight, these statements may appear to be truisms, even tautologies. The fact that they are not is clearly shown by views of life that reject and negate - with self-destructive consequences - precisely this distinction. If, in a radical religious perspective, it is assumed that true, or indeed eternal, life is only "realized" undifferentiatedly in the hereafter, that view ultimately deems this life of secondary importance, as something that, at best, only has any value in the sense of a transition or a preparation for the sole, true life in the hereafter. What ensues is the radical consequence thus justifying death as a martyr, meaning that suicide attacks can be defended, because they do, in a certain way, prosecute a hope of extinguishing this-side (immanent) life in a radical orientation towards a transcendent life beyond life.26 The corona pandemic shows that, if not self-destruction, self-damage is possible not only in the radical, one-sided orientation towards transcendence, but also in the radical, one-sided orientation towards immanence. If life is not saved in consideration of death - specifically here: if more importance is attached to the simple number of infections than to the mortality risk associated with the infections - then life must be saved in a "lockdown" in disregard of economic, scientific, educational, political, artistic or other concerns or costs. Above all, however, in such a fanatical way lives must be saved even at the expense of life itself. The paradoxical damage to lives caused by the saving of lives lies in the "blind spot" of this perspective. It may be the orientation towards virtual worlds - worlds that seem to allow the self-referential control of even other-reference (not least of all, death) -, established in society as a result of 23 Cf. Luhmann, N. (2012), loc. cit., 183 or Lynas, M. (2020). Covid: Top 10 current conspiracy theories. Martyrs: Innocence, vengeance, and despair in the Middle East. Palgrave Macmillan. 10 progressive "digitalization" rendering plausible speculations detached from reality. And these may be equally expressed in horror scenarios, in scenarios of hope ("Soon there will be a vaccine and everything will be fine."), or in conspiracy theories. In the first and second cases, both other-referential dangers - the horror of a disease whose median mortality is, with some probability, 0.23% - and the self-referential potential in combating the pandemic, such as possibilities for control through the development of vaccines, are overestimated. Conspiracy theories are themselves, to a certain extent, based entirely on virtual worlds. In them, both self-reference (possibilities for action by conspirators) and other-reference ("The disease does not exist!") appear, in fact, to be available. The coronavirus demands respect for a boundary that cannot be ignored or controlled: namely, death, which makes life possible by being constantly, life-affirmingly distinguished from it. Perhaps this aspect is best expressed in the simple dictum of Sweden's strategy that measures to combat the pandemic must be sustainable in the long term. Life takes time; it is death that is timeless. This is precisely why death is outside of any control that necessarily takes time. In this respect, despite all good moral intentions, it can be hostile to life to try to save lives in a sudden and short-sighted moral impulse, one that operates, namely, at the expense of life over a long period of time. The perspective we have developed here culminates in the following question: which technology has led to the current societal autoimmune disease? – And our answer must be: it is the development of novel communication technologies, of the social media as "technically generalized communication media". 11 References Adler, M. and Ziglio, E. Cuando la muerte parece ser manejable ...
